How well does cosmetic tattooing cover scars?

How well will cosmetic tattooing or other tattoo work cover scars? Will it be able to match neighboring skin? Will the ink even take?

    A site about this kind of thing, made by a tattoo artist says that it’s harder to do, would hurt more than getting a tattoo over a non scarred area, and they could only use black ink. Color would run and fade, and so would details because a scar is a buildup of tissue, and different from actual skin. The scar should also be at least one year old before you try to get it done.
